Depends on the car, but most time I’d say second. You can generally hold second on an on ramp and use it to get up to the speed of traffic easily before needing to shift into a higher gear. Probably the gear I wind out more than any other when I'm driving a manual.

in my jeep tj it’s the 4th gear that gets the most use. highway and city. I can pass, and go up hills without downshifting. and when you want to save a bit of gas i can shift it into 5th.
in my 2014 pathfinder i have unlimited gears, so I guess all of them, until i get CVT problems, none yet.

Man, that 1st to 2nd shift has nearly caused me to spin out on a few Autocross courses lol. Would have really felt like a noob if I did that but at least that means I was really pushing it.

In a parking lot: 1st gear because its obnoxiously short and therefore useless anywhere else.
Autocross: 2nd gear of course since it is the only gear I use
Everywhere else: I really like 3rd gear because I can really wind it out and still not be going arrest-me-speeds but it does not top out below 60 like 2nd does. 3rd is great for bombing through a tunnel at about 60mph, that stock exhaust finally makes noise!

Depends on the car.
3rd on my ‘88 205 GTI. It’s the preferred gear on curvy roads as long as the curves aren’t too curvy.
On my company car (‘13 Focus diesel) it’s 2nd gear. It’s actually quick in that speed, I rev the nuts of the POS in that gear on onramps and the like.
